I've just shown the picture to my brother Geoff, and he thinks it might be part of an old lock, possibly a spring. Is it rigid, or flexible?

Dunno about rigidity, but an old lock us a possibility for where I've seen one before, if by old you're not meaning something discontinued by 1990

Chap who's asking about them finds them discarded in the street very occasionally, over the last 25 years or so.

They do look a lot like the inside bit of an umbrella, before the spoke part.

I haven't got an umbrella to look at, but I wouldn't be surprised if that's what it turns out to be - I imagine there must be thousands of brolly parts scattered around the streets!
