ahhhh....
Maybe if I'd tried plugging in to the backpanel USB sockets I'd have been able to see it from Ubuntu or the UBCD yesterday.
Anyway, new Windows on, copying of files to external HD in progress.
When I put its own HD back in the Celeron I must see if I can work out why the frontpanel USB ports aren't working. Maybe it's a 1.0/1.1/2.0 thang.

Is it possible the front USB sockets aren't actually connected?

Well, I'll look, seeing as the case is off.
Maybe I jogged a wire while I was swapping the HDs over.

You were quite correct - no wiring to them at all!

Not unknown - cases are sometimes sold with front sockets and a wiring loom to connect the spare sockets on the Mobo to them (as opposed to the ones at the back, which will be actually on the Mobo), but there may not actually be any spare Mobo connectors to attach them to.

Sorry? The new PC, with front USB sockets, doesn't have working front USB sockets? WTF?

No, the old Celeron.
But it did seem to have enough stuff listed in Device Manager to be running all 4. Odd.
